郑州实施限购限贷 部分购房者进入观望状态   郑州实施限购限贷,买一套200万的房子,首付需多拿20万   部分购房者进入观望状态   核心提示|10月2日起,郑州市房地产市场实施限购。10月3日起,郑州信贷政策收紧,限购区域内首套房首付比例升至30%。“这是继9月14日‘郑九条’、9月30日6700亩商业住宅土地供应之后,郑州市政府出台的又一系列重大调控政策。作为调控房地产市场的两大“利器”,限购限贷政策的出台意味着什么?哪些人受影响?今后郑州房地产市场又会有有哪些变化?昨天,记者采访郑州市有关部门以及业内人士。   市场|部分购房者开始观望二手房交易或受影响   昨天,尽管十一长假还未结束,但因为限购限贷政策的出台,郑州房地产市场也有了一些变化。俗话说房地产市场“金九银十”,不少开发商会选择在9月末10月初开盘,但是目前市场的情况并不容乐观。   10月1日,位于郑州市建设路一楼盘开盘当天,推出房源100余套,截至10月7日,去化率达到80%,并没有出现开盘当日售罄的情况,而对比之前,该项目提到销售情况更多用到的是“热销”、“多次加推”等字眼。记者随后分别致电多家房地产项目的售楼处了解情况,不少营销经理告诉记者,十一期间的销售状况并不很好,均不愿提及。   一别墅项目的营销负责人告诉记者,由于限贷政策的出台,别墅项目虽然不在限购范围内,但是首付比例的上调,也成为让别墅购买人群进入观望状态的原因之一,“别墅总额较高,上调10%的首付款,可能就是50万至100万,这样的现金流是需要准备一下的”。   在郑州市西三环与中原路附近一处售楼部,记者发现,看房的仍还不少。牛先生从许昌来,他说,郑州限购、限贷政策没有阻挡外地人在郑州买首套房,他为了投资,准备买一套房子,从长期来看,仍然十分看好郑州房地产市场。   “原来一天能来20多组客户,现在一天最多也就十来组”,10月7日,未来路一家房产中介门店的负责人苗先生告诉记者,限购限贷政策发布后,有一部分购房者转入“观望”状态,成交量迅速下降,部分客户因为二套房的限制条件交易只能“中止”,也有客户因为限贷政策首付比例提高的原因,“可能因为承担不了首付,造成交易失败”。   政策|根据户籍进行限购,首套房首付比例升至30%   10月1日晚10时许,郑州市政府发布《关于在郑州市部分区域实施住房限购的通知》(以下简称《通知》)。   根据《通知》内容,此次限购政策所涉及的范围包括市内五区以及郑州航空港经济综合实验区、郑东新区、郑州经济开发区以及郑州高新区。对于已经拥有2套及以上住房的郑州市户籍居民家庭和拥有1套及以上住房的非郑州市户籍居民,实施限购180平方米以下(不含)180平方米的住房。   其中《通知》提到,文件中所提到的“住房”定义,包括新建商品住房和存量住房(二手住房),在政策实施前,已经进行网签过的新建住房和二手房,仍按照原规定正常办理。另外,10月2日,郑州市房管局在对开发商的政策解读会上明确提到,10月1日15时之后,还没进行网签手续的房产,均按照新政策执行,对于购房者通过更换购房姓名、“假离婚”等方式获取购房资格的,房管部门将联合民政、公安等进行查询、验证。   郑州限贷政策,相关通知明确,居民购买家庭住房位于郑州新版房地产调控政策规定的区域内,首次购买普通住房的商业性个人住房贷款,最低首付比例为30%。而此前,这一比例是20%。这意味着,老百姓购买一套价值200万的房子,首付款需多拿20万。   此外,在上述区域内,老百姓拥有1套住房且相应购房贷款未结清、为改善居住条件再次申请商业性个人住房贷款购买普通住房的,最低首付款比例为40%。而此前为30%左右。   那么,老百姓此前签订的贷款咋办?据介绍,郑州信贷政策自10月3日实施,金融机构此前签订的个人住房贷款合同,按原合同约定执行。   分析|这三类人在郑州买房最受影响   十一前后,北京、天津、苏州、成都、郑州、无锡、济南、合肥、武汉等城市先后发布新楼市调控政策,多地重启限购限贷。   河南省商业与经济学会会长宋向清说,政府已经错失7月调控最佳时间,单纯限购不足以遏制楼市热,只有限购与限贷双管齐下,方能达到预期效果。现在限贷政策出台,补齐了楼市调控政策短板,与之前的郑九条、土地增供、限购等三波政策共同组成现阶段砸向楼市的组合拳,效果应该会彰显。   在他看来,三类人在郑州买房最受影响。其一,投资投机者,这些人多数属于中小户型购买者,即使他们采取变通手段继续买房,至少难度增加。这类人是推高楼市的主角,他们不差钱。其二,郑州户籍已经有两套及以上住房者,这类居民购买180平方米及以上户型虽不受限,但大多数人还是购买180平方米以下住房,所以,这类购房者会被限制。其三,外地人已经有一套住房,想改善住房条件,购买第二套者被限制。   河南财经政法大学教授刘社说,河南省是农业大省,新型城镇化发展潜力大、任务重。郑州作为河南省会和中心城市,经济发展速度较快,人口持续净流入,农民工、高校毕业生等群体大量购房需求持续释放,为更好落实中央、河南省委经济工作会议关于化解房地产库存、更好推进新型城镇化的决策部署,新政策要求,对居民家庭申请商业性个人住房贷款用于购买首套套型建筑面积在90平方米以下的经济适用房,原则上最低首付比例为25%,可向下浮动5个百分点。   预测|目前是写字楼商铺的“抄底时机”   河南星联置地集团董事、董事长助理李涛介绍,限购政策不将180平方米的户型纳入限购范围,其实是对龙湖区域大户型豪宅的保护,外地购房者可以通过首先购买一套住宅获取郑州户籍,然后再购买第二套房产,除此以外还能购买180平方米以上户型,“所有人都能购买至少2+1套住宅”。   李涛表示,政府一方面希望郑州房地产市场能够健康、有序地发展,不愿意看到楼市疯涨的状态,又不想在调控的过程中,将整个市场“一棒子打死”,出于这样的考虑才会出台这样的调控政策,对于广大购房者而言,心理预期将会进一步得到缓解和趋于稳定。   目前郑州房地产市场是抄底写字楼商铺的好时机,合富辉煌河南分公司总经理庄云娟介绍,政府并不希望中国房价出现新一轮的疯涨,所以通过调控政策对市场进行调节。   泉舜集团郑州公司副总经理王振东认为,必须客观看待这次限购的杀伤力,总体没有2011年的力度大。另外,180平方米不限购是本次新增“亮点”。短期内房价不会下降,但涨幅会放缓。本次新政旨在打击郑州“五+三”区的投资客,刚需客户因限额问题选择将更加慎重,刚需改善型客户交易趋缓。小户型住宅受限严重,商办产品清库存指日可待。   来源:大河报 进入【新浪财经股吧】讨论相关的主题文章:
